Preheat the oven to 350 and line a baking sheet with parchment or a baking mat.
In a large bowl, add butter, granulated sugar, brown sugar, hazelnut chocolate spread, egg, heavy whipping cream, vanilla extract, and mix until well combined, set aside.
In a medium-size bowl, mix together the flour, baking soda then add it to the wet ingredients.
Mix the cookie dough until just combined.
Roll cookie dough into 1 inch balls and place on a baking tray and bake at 350 for 12-14 minutes or until cookies are cracking on the top. Remove from oven and transfer to a cookie rack to allow it to completely cool, then serve.
